Capacitance meter or just use a multimeter

I'm going to buy my first ESR meter to test capacitors and I've already got a mulitmeter with a capacitor testing function but I see there are meters for just capacitance testing theres one I'm looking at that is only $60 and can test up to 470mF and its auto ranging the one I'm looking at is here:

I think it can test capacitors while in circuit while my multimeter cant, is a capacitance meter better than a multimeter my multimeter isnt a professional one it didnt cost a thousand plus dollars
