Probably because it's been superseded by Universal Credit Board Mk4e

 

I would suspect it's the emulated mode "(4). VIDEO GAME: 2 Channel Credit Board Mk2 Emulation"

Look it up in the pdf below and compare it to it's current wiring in your photo.

If your using a multi coin electronic mech, Then you can program that to take any number of coins to give one credit.

ie. The 2 Channel credit board is redundant.

Saw the post and seeing that it had zero replies guessing these aren’t reused much.

 

Had a better look at the Sunrise website like the mini credit pcb could be match for the one sided 18 pin connector.
