can 220v power supply be connected to 240v

Yes, most all appliances are designed with the consideration that 220–230–240 are all within the normal operation of what they call 220–230 or 240 since the standard varies. Older European standards used 220, later standards used 230 and the US uses 120 and 240V so 240 is also in the mix.

 

They are designed for nominal 230V and 220 and 240 are less than 5% difference and within the operating range. Even if perchance it was designed for the end points of 220 or 240 the other end is still within 10% which is acceptable.
