    Hi guys,

    Finally managed to take some new pics. Its definitely not dust. It looks like the legs are a bit corroded and from side on they look like they've been pushed down.

    Its possible, but unlikely.

    Get some good solder paste and a flux pen, clean it all up with the flux pen, dry it all off, put some solder paste along the pins and hit it with hot air.

    The paste will melt and go straight to the pads and legs, giving a nice clean joint on all legs.
