Gallag (Galaga Bootleg) Boot loop

Question

I have a Gallag board that is stuck in a boot loop. It seems that a few guys on here have some experience with these so I thought I would post to see if I can get some assistance on getting the board to boot properly. First I reseated and cleaned the legs of every chip then adjusted the 5v at the cap at the top of the board to 5.2VDC It will boot to the RAM OK ROM OK screen then reboot not grid screen although on occasion I can hear the explosion then it goes to a garbage screen before rebooting . I've let it run for a few hours with no real change I did notice the #8 ROM on the video board was getting warm so I swapped out the socket with the same results. Two of the other socketed chips on the video board seem to be getting warm N82S129 but I'm not sure if thats normal or not. Any help would be appreciated
