VQ in regards to the Dreamcast refers to Vector Quantization, which is a couple of big words that describe some funky vector maths that can be used for data compression.

 

It's commonly used in MPEG codecs, and also supported in the Dreamcast video card's texture unit for realtime texture compression (ie: letting the Dreamcast store more textures in video memory than without, reducing the need to read from the optical disk as frequently, or allowing for bigger scenes, etc).
