Screen "jumping" vertically up and down by a few pixels on Silkworm

Question

I'm in the process of building a supergun, I've only got two boards to test on it which are Silkworm and Pit Fighter. Pit Fighter also suffered from this jumping until I installed a 1k resistor on the sync line which fixed it, currently I have a 10k pot on the sync and not even that will give silkworm a steady display. In fact it seems that the sync signal is too weak rather than too strong.

As you can see it also causes the top of the screen to "curl"

 

Any suggestions would be greatly appreciated

I'm getting sick of wasting time on this when I dont even know if the board is 100% working. Is there anyone not too far from Dandenong thatd be willing to let me come around and test this board on their setup for a minute?

 

Edit: Just came across these JROK Sync Cleaner boards. Anyone got any experience with these? If I can confirm that the board does work properly, I'll certainly give one a try.

Just tested the 5v with the board powered on and its only at 4.83 volts, so I think I've found the problem, although I find it strange that both power supplies I've tried which are completely different have both suffered the same problem. Hopefully this ATX psu has a pot inside.

 

Edit: Well unfortunately it doesnt.. I tried connecting a 10W resistor to the 12v rail to see if that helped it regulate the 5v a bit better and it bumped it up slightly to 4.87.. Anyone got any ideas?
