That's a vertical collapse problem, that generally won't be a cap, I'd start by checking the supply voltage to the vertical IC, usually around 24 volts. Could even be a dry solder joint on the same chip. Ship it off to jomac if you don't want to go too far, he won't like doing a second hand repair attempt though.

Also, don't run the tube like that for any longer than you need to test. The area under that line is being blasted by the energy thats usually spread out over the screen, so burn in will be much much quicker.
