...more like the Neo cost many hundreds of dollars and the 60in1 costs $50.

Unfortunately no-one takes in 13 inch CRTs or LCDs these days. The refurbisher only kept 17 inch +.
You might still be able to pickup a 14" or 15" LCD screen around the place, mostly garage sales.

Have you got a strap from pin 14 player 1 side to ground, pin 1. Pin 14 is video ground. You only need the strap if you want to run a CRT monitor

The game board also has a dip switch that has to be set for the type of input used.
After looking up the schematic, there are these adjustments on the chassis....

of those adjustments the three on the left are difficult to get to, the four on the right are easy.
I've adjusted with the four on the right and could not fix the issue.

      Would the other adjustments help?

Had a similar fault wth a Wells Gardner. I think it wasn't syncing properly but fine adjustment of the horz hold fixed it.
Yours is vert which would be the r331. Maybe worth a try.
EM score motors wanted: nonworking or working
Sega Sub Roc 3D periscope mech. needed except motors.
Wanted, Mitsubishi 60" RP (vs 6041) complete TV gun assembly. (R Proj TV/monitors and parts taken away).
Take Five pinball machine PCB wanted.

It was worth a shot but no luck.

Seeing as the VGA signal is fine, I'm going to order a VGA to CGA board and run through that. I can see the board allows the image to be repositioned.

Maybe your monitor is not compatible with the 60 in 1 PCB.
